The situation

Higher education institutions are often asked to accomplish two difficult things at once: determine where they need to go and build the institutional capacity to get there.

Springboard's work with two major public universities in Montana illustrates both sides of that challenge.

At Montana State University, the need was to develop a university-wide strategic plan grounded in meaningful input from a complex community of faculty, staff, students, alumni, governance leaders, and external stakeholders. The planning process also needed to support the University's accreditation requirements and create broad understanding of its future direction.

At the University of Montana, significant strategic work had already been completed. The challenge was different: the University needed to move from strategic priorities to execution by creating an integrated institutional approach connecting planning, budgeting, assessment, accountability, and communication.

Together, the engagements demonstrate the range of challenges institutions face between setting direction and making strategy work.

What we did

At Montana State, Springboard built the planning process around broad stakeholder engagement. We interviewed and facilitated public forums with more than 150 stakeholders representing 12 groups, including faculty, staff, students, alumni, community leaders, and governance leaders. We synthesized those perspectives and then facilitated six planning committee sessions over eight months to translate that input into institutional direction. Town halls brought the emerging strategy back to the campus community to strengthen understanding, participation, and support.

At the University of Montana, we began in a different place. Rather than creating another plan, Springboard worked with the new Institutional Effectiveness Office to connect work already underway. We reviewed existing planning materials, interviewed key stakeholders, and facilitated a series of working sessions with representatives of institutional effectiveness, the President's Office, budgeting, and other key areas.

The University of Montana work focused on developing a strategic, planning, and accountability structure that connected institutional priorities with an annual planning cycle. The work addressed how elements of the strategy connected, who owned different parts of the process, how planning and budgeting would work together, how accountability would be established, and how the approach would be communicated and adopted across campus.

In both engagements, Springboard's role was not to arrive with a predetermined higher education framework. We helped each institution build on the work already underway, engage the right voices, challenge assumptions, make complex issues more manageable, and create an approach suited to its particular environment.

What changed

At Montana State, the University gained a strategic direction informed by extensive stakeholder participation, while the inclusive planning process also supported its regional accreditation requirements.

At the University of Montana, the work helped move the institution from strategic priorities toward the operating infrastructure needed to execute them, creating stronger connections among strategy, planning, budgeting, assessment, accountability, and communication.

Taken together, these engagements demonstrate an important capability: Springboard can support higher education institutions across the full arc from listening and setting direction to building the structures, leadership practices, and operating rhythms required to turn strategy into action.
